Labour’s newly-elected candidate for next year’s London mayoral election says he will name and shame rogue landlords and create a public letting agency “because people are fed up with being ripped off by letting agents.”
Sadiq Khan has outlined a multi-point plan for the private and social rental sectors including:
- Make it easier for borough councils to set up landlord licensing schemes;
- Name and shame those who “treat tenants badly” - both private individual landlords and poor-performing councils;
- Fight for the power to limit or freeze rent rises in the private sector;
- Introduce a ‘London Living Rent’ which would be linked to a third of average incomes;
- Create a London-wide not-for-profit letting agency because “people are fed up with being ripped off by letting agents.”
- Promote what he calls “longer-term, stable tenancies.”
On broader housing policies, Khan wants:
- a 50 per cent affordable housing target for any new development;
- planning powers to stop 'buy-to-leave' and “put first-time buyers and local tenants first”;
- to develop 'London Home Bonds' and pension fund investments to provide cash for new house building;
- to bring forward more land owned by public bodies like Transport for London for development.

Make it easier for landlord licensing schemes to be introduced, really? And naming and shaming 'rogues' what exactly does that mean? A weekly spot in the Evening Standard, perhaps?!
This all seems a bit vague if you ask me, which isn't surprising, how exactly doe he propose to 'promote longer term, stable tenancies?'
